When considering the development of a large project like this we must consider the interest rate on the cost of money.
In general for every 500 Million dollars we can hope to pull down 75% of the bond value. The interest rates will be on the face value with a close estimate of 6%/ annul contract, 400 Million for developing the project to specifications plus margins exceeding the requirements. 

RO, FO and combined membrane systems do not reach full design capacity in any of the existing desalination plants, even the brackish water plants with 1/3 less saline water.

The electricity generation and the chemical cost of a standard open ocean desalination might be close to 50% of the water taken in is turned to potable or at least industrial specification water.

How about the pass-through water being placed back into the sea, on either side will be even more saline and heavy in toxins. The technologies of RO and FO are very old technologies and even with the advancement of membrane technologies the heated water will generate other molecular challenges with decreased efficiency.   

The base interest rates of about $30,000,000‬/year and four years to build to 60-80% of capacity would be a close figure.

$30 million X 4 = 120 Million added cost to pay down for the hard money loan required for the project.

Operating cost on most RO and FO desalination with combined membrane technologies have all overrun the budgets and detail terms of the contract will be applied. 

So! What is the real total cost per cubic meter received from the production.

With water taken from the power plant from the foot of the Colorado River has a much higher saline content than the open ocean and thus will further contaminate the membrane processing and operating RO system electrolysis plates. In addition to the waste materials and pipe descale chemicals being placed into the desalination is further added saline content yet decreases the efficiency of the water production systems.    

With just the preliminary evaluation and current information it is highly unlikely the project can be done on time or within budget to the volume of contract specifications nor the minimum quality standards required for potable water unless the current fresh water supply is blended to dilute the salts and toxicity constituents.
